The NexgenRx   management team has a proven track record in the Drug, Dental and Extended Health benefits industry as well as in financial, medical, pharmaceutical and technical fields.

Ronald C. Loucks – Founder, President & CEO, Director

Founded the NexgenRx™   Inc. in March 2003.

Ron has spent his entire career in the benefits industry including roles in group sales with Maritime Life /John Hancock, consulting with Mercer and various operational and strategic senior management roles.

Ron was a member of the founding management team of Assure Health where he was Executive Vice-President and Chief Operating Officer, from May 1989 through October 1999. Upon the sale of Assure Health to BCE Emergis., he was named Executive Vice-President, e-Health North America, from November 1999 through February 2002.

Ron served as a member of the Board of Governors of McMaster University for 12 years as well as a Director of ThinkFirst Canada, an organization dedicated to brain and spinal cord injury prevention. Ron was a member of the Foundation of the YMCA de Montréal, and past President of the Alumni Association of Lower Canada College.

Kelly Elher – CFO

Kelly is a forward thinking, collaborative, CPA, CA that has held the roles of CEO, Audit Committee Chair and CFO. Utilizing his experience in start-ups to billion dollar public companies - Domestic to Foreign, Kelly leads the NexgenRx Financial Department.

Hugh C. Hart - Vice President, Sales and Account Management

Hugh joined NexgenRx in 2017, following a successful ten-year stint with a large Canadian insurance company.  Hugh has worked in the benefits field for 28 years as an Underwriter, Account Manager and Consultant and has held various Management roles since 2010. 

For the past 13 years Hugh has focused on the unique needs of the Multi-Employer sector in Canada.  Hugh has been a member of the International Foundation of Employee Benefit Plans (IFEBP) since 2006.  Hugh also serves as a Director of the Multi-Employer Benefit Council of Canada (MEBCO) since 2015.


Andrew Munroe - Director, Operations

Andrew has over 20 years’ experience working within the insurance industry, covering areas such as Administrative/Adjudication Systems, Cost Containment, Group Health, Specialty Insurance Program Management, Stop Loss, and Travel Insurance.

Responsible for managing NexgenRx’s Operations Department, Andrew leads both internal and client facing teams with an objective to continually improve efficiencies.  He also assists with the acquisition of clients and strategic partners such as Benefit Consultants and Insurance Brokerages/MGAs, Insurance Carriers, Pharmacy Patient Assistance Programs and TPAs/TPPs



BJ Padda - Director, Implementation 

BJ Padda is a Certified Project Management Professional (PMP) & Lean Six Sigma Green Belt (LGBC) and has worked in the Health Insurance Industry for 25 years.  He leverages his attention to detail in NexgenRx’s Onboarding and Implementation Process and oversees various technical reporting. 

Having previously worked at Telus Health as a senior project Manager, BJ is an accomplished, results oriented professional who has managed and directed numerous large scale projects.


Dr. Gerald ( Jerry ) Weisberg - Dental Consultant

Graduate of The University of Toronto Faculty of Dentistry; Servicing Communities Across Toronto and Northern Canada For 40 Years; Former President of The Toronto Academy of Dentistry, Canadian Association of Dental Consultants and the West Toronto Dental Society – Mediations Committee; Former Governor of the ODA; Extensive Experience Providing Dental Consulting Services to Insurance Companies and Dental Benefit Plan Administrators.


Margaret Ingram, B.Sc., R.Ph., M.H.P.  -  Pharmacist Consultant  

Margaret has 23 years Formulary Management experience with Pharmacy Benefit Management Companies. She was a staff pharmacist at McMaster Medical Centre in Hamilton for 9 years. Margaret was a sessional lecturer at Mohawk College Pharmacy Assistant program and an online facilitator in Pharmacology for Pharmacy Technician Bridging program through Sheridan College. Margaret has volunteered at a cardiology clinic for 8 years, assisting with medication adherence, blood pressure control, post marketing trials  and smoking cessation counselling. Margaret has community pharmacy experience in Canada and in Scotland. Over the years Margaret has acquired extensive experience in pricing issues, employee education materials, retrospective reporting and implementing Trial, Maintenance, and Prior Authorization programs.


Dr. Paul Freedman, M.D. - Medical Director

Over 30 Years as a Family Practitioner; Assistant Professor, Department of Family and Community Medicine - University of Toronto - Mount Sinai Hospital; Executive Committee Member of The Coalition of Family Physicians; Corporate Medical Director.
